Government’s 32-page document positions Northern Metropolis megaproject as first among six core segments
Hong Kong expects to release its inaugural strategic five-year plan during the third quarter of this year, according to the city’s constitutional affairs chief, as authorities initiated a public consultation and dismissed concerns that the initiative indicated a transition toward a planned economy.
Secretary for Constitutional and Mainland Affairs Janice Tse Siu-wa launched the two-month consultation on Monday, presenting a 32-page summary that identified the Northern Metropolis megaproject as the first of six primary sections.
Tse characterized the plan as “strategic, forward-looking and operable,” pledging that the government would “spare no effort” in collecting feedback and finalizing the document by the end of the third quarter.
She emphasized that the roadmap would “complement” Hong Kong’s annual budget and the chief executive’s policy address.
“The five-year plan is a high-level, strategic guiding document which defines the direction of Hong Kong’s development in the next five years and outlines the key tasks,” she stated.
The annual policy address and budget would serve to progress the objectives and vision of the plan, which aimed to harmonize with Beijing’s framework directing the nation’s development from 2026 to 2030, Tse added.
